La Paz is the third largest city in Bolivia and has grown significantly over the the last decades. From 1950 until 2010 the population has more than doubled, while in the last years it is stagnating. There are no clear housing codes, and many of the buildings in the city have no building permission.
Hence the city's distribution grid is rather complex and chaotic. Power theft is a big issue and new electricity connections are often made by non-authorized personal. Maintaining this electricity grid is challenging and in some cases dangerous.
